If a species of non-human entites proves, consistantly and relablely that they are capible and able to display sentance, they shall be treated as on the same level as human units. This includes the right to private property, the lack of a requirement for a caretaker or handler, the allowance to leave the TSADF, legal represantation in court as a individual and operate outside of SSU and SSBU units.
Any new non-human entity that is encountered must be tested for signs of sentance as soon as it is possible to do. In addition all prior found non-human entities must been tested on a yearly basis for any signs of sentance.
